Which starting size actually reaches 4K?
"4K" is a specific pixel count (3 840 × 2 160, sometimes rounded to "4 000 pixels wide"), not a vague description of "very sharp." Whether 2x or 4x gets you there (or past it) depends entirely on your original photo's size. In short: if your original is already Full HD (1080p, 1 920 × 1 080) or larger, which most phone cameras taken in the last several years produce, 2x is enough to land you at or beyond 4K. Smaller or older photos (screenshots, older phone cameras, images saved from messaging apps) usually need the 4x pass to get there.

Why 4K specifically, and where it's used
4K resolution matters wherever the final display or print is large: a 4K television or monitor, a large-format print, a poster, or a desktop wallpaper on a modern high-resolution screen. Displaying a lower-resolution photo at that size makes the softness or pixelation obvious: the display has more physical pixels than your image has data to fill them with, so it has to stretch what's there. Upscaling first gives the display actual detail to show instead of a stretched approximation.

Why not just resize a photo to 3 840 × 2 160 directly?
A plain resize (the kind built into an image editor's "resize canvas" or "resize image" tool) stretches the pixels that already exist to fill a larger space. It doesn't add any new detail, so the result at a large size typically looks soft, blurry, or blocky, because the software is guessing at in-between pixel values using simple interpolation rather than understanding what the image actually depicts.
